NHPC’s drive against malaria
ITANAGAR, Sept 2: NHPC’s Subansiri Lower HE Project in association with District Hospital, Ziro conducted its second phase of DDT spraying, malaria detection and treatment camp along with general medical camp within Dollungmukh circle covering 10 villages, including Paro Basti and Tanyo village on August 30 and 31.

GHIPBBA condemns attack on member
ITANAGAR, Sept 2: Guwahati High Court Itanagar Permanent Bench Bar Association (GHIPBBA) has strongly condemned the physical attack on one of its members Mimar Basar at Tirbin, while he was discharging his official duty.
This is not the first instance where advocates have been assaulted in Arunachal Pradesh for no fault of theirs. This kind of act deserves condemnation from every section of the society, the association said.
The members of the association in an emergency meeting today resolved that they will restrain themselves from pleading their cases before any court and also decided to constitute a fact finding team to ascertain the facts regarding the incident.
Expressing concern over physical assault on Basar at JMFC premises Tirbin on August 29, Basar Area Student Union demanded strict action against the culprit.

AUSDSU calls 24 hours bandh
ITANAGAR, Sept 2: Protesting over the district administration’s alleged failing to fulfill its charter of demands, All Upper Subansiri Districts Students Union (AUSDSU) today declared 24 hours bandh from Sept 6 morning. In a letter addressed to the deputy commissioner, AUSDSU reiterated its demands to fulfil at earliest. The union demanded for immediate posting of senior and junior teachers in various schools in the district. Installation of two more ATM booths in Daporijo town, proper maintenance of water pipeline, improvement of law and order, widening and broadening of township road and minimize of vehicle fare.

ITANAGAR, Sept 2: The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) has mourned the demise of Taba Notup, who passed away on August 30 at her native place after a prolonged illness.
Late Taba Notup was the former Gram Panchayat Chairperson of Kebi Panchayat under Yazali circle of Lower Subansiri district. She was also one of the founder members of Nyedar Namlo movement in the district.

Army RR receives overwhelming response
AALO, Sept 2: An overwhelming response was received on the first day of the army recruitment rally at General Ground here today with more than 1000 youth turning up for the mega recruitment drive.
371 out of 1300 candidates appeared on the first day have qualified to face other fitness and endurance tests.
Transport and Cooperation Minister Jarkar Gamlin, who flagged off the recruitment rally, exhorted the youth to grab the opportunity and join Indian Army to serve the nation. He hoped the most talented youth will be selected. He expressed gratitude to Brig. V K Singh and Col. M K Gupta from Army Recruiting Office, Jorhat for selecting Aalo as the venue.

Mortal remains of Niani Natung laid to rest
SEPPA, Sept 2: The mortal remains of senior Congress leader and former minister late Niani Natung, wife of the former Education Minister late Dera Natung, was laid to rest with full state honour within the cemented compound of her late husband at Seppa, East Kameng district.
She breathed her last at GNRC Guwahati on Aug 31 and her dead body was brought back to home town Seppa yesterday.
Thousand of people thronged to the site to have a glimpse of the mortal remains of their beloved leader.

Finance, Planning and PWD Minister Chowna Mein and Namsai MLA Nang Sati Mein have joined in for offering condolences to the late minister Niani Natung who passed away on August 31 after prolonged illness.
In a joint condolence message, they wrote, “we are deeply shocked at the sudden demise. This is a sad moment and a great loss for the entire state.”

The Arunachal Pradesh Mahila Congress Committee (APMCC) has also mourned the demise of Niani Natung.
It recalled the close association with the late minister not as a vice president of the organization, but also her sisterly attitude towards one and all irrespective of rank and file in and outside the party organization.
Late Niani Natung served as the chairperson of the State Social Welfare Advisory Board for a term and was the Vice President of APMCC from 1996 to till her death. She was a graduate from Women’s College, Shillong.
APMCC president Yari Dulom said, she was a lone crusader who overcame her sorrow by taking the reign of managing her minor children on her own after her husband former minister late Dera Natung passed away in a tragic accident.

Woman dies in mysterious condition, another due to electrocution

DAPORIJO, Sept 2: Death of a married woman in mysterious condition has sent a shock wave in the entire Bui village under Gusar circle.
The woman, identified as Yanung Bui (32) was found dead with injury mark on her forehead and hand on August 30 in her house at water field around 2 km from Bui village, police said. The woman was staying with her husband in the house at water field.
The deceased was seen roaming in Daporijo town a day before the incident, eye witnesses informed.
The relatives suspect foul play in the death of the woman.

He was electrocuted when he came in contact with a live wire that was allegedly lying

One mithun was also found dead due to electrocution in the nearby area where the student was found dead.
Being informed police reached the spot and investigated the area where accident occurred. The body was later handed over to the family at Dulom village.
Meanwhile, an emergency meeting was held under the initiative of Dulom ASM and blamed the negligence of the department concerned for the death of the students.
The meeting attended by all the villagers demanded the power department to regularly check the transmission line to avoid such untoward incidents.
Meanwhile, Daporijo ZPM cum Secretary General of Lwyu Welfare Society Tayom Mothu (Rocky) has expressed grief and sorrow over tragic death of the student.
Holding the department concerned responsible for the death of the student, the ZPM demanded the authority to set up an enquiry committee to investigate the matter and initiate legal action against the erring officials of the Power Department.
He, on behalf of the family members and well wishers, has appealed to the authority to give relief/compensation to the victim’s family.

The youth with representatives from 14 districts of the state were pleasantly surprised to see the CM walk into the midst of a session on values being animated by Rev. Fr. Mathai, the Parish Priest of Catholic Church, St. Mary’s Parish, Itanagar.
“I am here to see the counseling programme in progress and to learn for myself,” said Tuki as he entered the training hall and sat through the training and interacted with the candidates for about one hour and a half.
In the course of the interaction, the students performed their usual morning assembly and other activities specific to the training to the utter dismay and appreciation of the Chief Minister.
Fr. Cyriac, Director, DBYC briefed the CM about the participants and the nature of the training programme and the various activities being carried out as part of the training. Manav Dhingra, Executive Director, IIWS, Noida thanked the Chief Minister for providing additional funds for training another 40 or so candidates, who are mostly from Tirap, Changlang, Longding and Anini.
Manav also spoke about his commitment to the programme and said that he won’t be taking payment for students who will not be placed and added, “I won’t register a new batch till the present batch gets placed.”
Yapu Koyu, one of the trainees in emotional tones thanked the CM for thinking of less qualified and village youth like her and for offering such an opportunity and said, “God bless you Sir and we will pray for you.”
While speaking to the trainees at the close of his interaction, Tuki exhorted them to work hard for their own welfare.
Narrating incidents from his personal life and the trying circumstances under which he grew when there was none to guide the youth, the CM said, “Today you have a lot of Fathers, Teachers and Resource Persons to train you. Take your training to your heart and learn for life.”
The CM also instructed the candidates to learn to look after their own safety in the present ‘bad days’ and to learn lessons of thrift and saving for their future. “Sky is the limit for those who want to achieve” said Tuki while winding up his interaction.

Officer trained the farmers about scientific management of cattle in details including breed selection, housing, management, reproduction, care of dairy cattle etc. Dr. D. Sasmal spoke on Integrated paddy cum fish culture, Integrated farming system as a whole.
In the second day Mr. Debasish Borah, Subject Matter Specialist in Agronomy thoroughly discussed about vermicompost production technology, production technology of Sataria grass, Potato, IPM and INM in rice. Mr. Chandramani Singh, SMS (Hort) detailed about cultivation technology of Coconut, Arecanut, Broccoli, Brinjal and other rabi vegetables. In the second session the farmers were taken to Khowji village to show integrated Paddy cum fish cum piggery model developed by KVK in the farmers field. Demonstration on Pond management including liming was also done.
In the last day S. Kumar, SMS (Animal Science) discussed about breed management and management of cattle diseases and Dr. U.A. Nandankar discussed about management of crossbred cattle, AI in cattle. Dr. K. Sharmah discussed about feed and fodder management.
In the farmers scientist interaction programme the farmers took active part where the scientists answered their various questions on different crops, fishery and animals. Programme was concluded with vote of thanks from Dr. D. Sasmal, i/c, P. C. KVK Lohit.

Air pollution threatens economic growth
Outdoor air pollution in urban areas alone claims 1.09 lakh lives of adults and another 7,513 of children below 5 annually, says a new World Bank study. The annual cost of environmental degradation in India is about Rs 3.75 lakh crores, which is equivalent to 5.7% of country's GDP, it points out.
Commissioned by the Central government the study underlines the perils of unfettered urban growth. Between them, outdoor and indoor air pollution accounts for 52 per cent of the environmental cost borne by the country. This is followed by cropland degradation (19 per cent), water supply and sanitation (14 per cent), pasture (11 per cent) and forest degradation (4 per cent).
This first ever national level economic assessment of environmental degradation in India focuses on particle pollution from burning of fossil fuels, which has serious health consequences amounting to up to 3 per cent of India's GDP along with losses due to lack of access to clean water supply, sanitation and hygiene besides natural resources depletion. The indoor air pollution is mainly due to burning of wood, mainly in rural India.
According to the bank, annually over 3.7 lakh hospital admissions are reported in India due to outdoor air pollution in urban areas.
The study claims that nearly 25 per cent of child mortality cases in India can be attributed to environmental degradation and due to inadequate availability of clean water and sanitation. According to the report, India can make green growth a reality by putting in place strategies to reduce environmental degradation at the minimal cost of.02 per cent to .04 per cent of average annual GDP growth rate.

The ball is in now APPSC court
Dear Editor,
With reference to a letter of T T Raju in your Readers’ Forum I would like to give my following opinion. After the whole hue and cry over the APPSC witnessing more than 3000 applicants being rejected (1415 for unduly not signing in the photos or attestation, 364 for under age and overage, 1234 due to OMR rejected list), I really feel sad about the issues since many candidates I know were brilliant students of their time and many who had cleared Preliminary last time too.
Why does not APPSC make the entire format likewise the pattern of UPSC that is complete online procedure, since it is very clear and easy to fill up. The very instance you fill up there is a clear understanding your form is rejected or not. If rejected, they clearly give you an alternative to fill up another form. Moreover, it is free of cost. Everything is clear and transparent. On the other hand our Arunachal Pradesh Public Service Commission charges 250 Rupees per form. The candidate never knows whether his form is accepted or rejected. They take months to analyse 13000 documents, after 6 months and 15 days before examination when candidate has been seriously and sincerely preparing for the exams he is informed his form has been rejected. Moreover if APPSC did not have the technology they should have put some officer for scrutiny of the document instantly on the day of the submitting application as such large number of application could have been easily detected and rectified the same day.
Some candidates even cross checked with some staffs who were dispatched to sell the
form and they said its okay and put in the application box, when the results came
out many of the candidates who were checked by the APPSC staff earlier when submitting
the application were rejected. The question arises is that are the staffs of APPSC
incompetent to even cross-
There has been a history of rectification in APPSC of Preliminary rejected candidates whether it may be in 2003, 2007, 2009 or 2011, so why the Commission is adamant this time only. As such the unemployment ratio in Arunachal is high the numbers amounting 3000 candidates is a huge amount keeping in mind students from various backgrounds – Science, Arts, Commerce and many professional courses.
Some of the genuine candidates who had been preparing seriously since months and ages have been rejected which has morally affected their desire and spirit. Some of the candidates who have the last chance cum attempt too have been rejected, this is a clear play with the emotions and sentiments of this aspirants by the Commission.
Furthermore, why don’t the Commission impose a fine of 1000 rupees/candidate as a rectification fine and allow them to sit in the Preliminary examination as the Commission would collect a huge revenue of 30 lakhs which would be helpful to the Govt in conducting other exams by deploying manpower timely.
Some of the candidates who have attested in their photographs but did not sign in the photos, but did sign in the signature column have clear logical argument that since they have sign the bottom signature column itself implies and authenticates that they sign it. What was the necessary of the Commission to reject those applications on such silly reasons?
Humans are bound to make errors and they needed to be rectified, no one is perfect,
not even God. Even God makes mistakes. APPSC also have made many mistakes, there
are also lot of errors from the Commissions too, check for instance the APPSC AE
exams conducted 2011-

We are still waiting for job regularization
Dear Editor,
This is to bring to the notice of the Government and the Department concerned the grievances of the NRHM laboratory technicians and other staffs and put forward their views and request.
It is very clear that we are underpaid, in spite of all our hard work. The NRHM staffs in deferent states are unequally paid and those of Arunachal Pradesh are paid less than those of others. We have given our best, traveling all the way to remote, outreached areas without any TA/DA and others allowances, serving the people living in remote areas is costlier than even in the capital due to problems in transportation as for instances we have to spend Rs. 40 and sometimes Rs. 50 for a kilo of rice. So, the authorities can make out where our little salary is going to. We are not sustaining ourselves alone; we have our families to look after too, children to send school to. But due to this meager salary given to us by NRHM our condition is more like BPL family status.
When the union health ministry gives order to raise our salary, it gets rejected
here in our state. Time and again we have submitted memorandum regarding increasing
of our salary but nothing comes out. After a long fuss, the NRHM agrees to raise
the salary of only the particular staff who are more qualified in terms of qualification.
But qualification does not count in our health sector, Paramedics are more important.

Laboratory Technicians have been going through the worst since almost a decade and a half. They are uncared and unnoticed. They never come under govt. policy. Carrying a hope of getting regularized some day and with the faith on the govt. so long, we have crossed the age limit for applying other jobs. What is our future ...? Where is this 14 years contractual jobs going to take us to...?
All the contractual employees of NRHM, particularly Laboratory Technician are still waiting for an appropriate action and decision by our parent body and helping us through.
