NHPC’s drive against malaria

ITANAGAR, Sept 2: NHPC’s Subansiri Lower HE Project in association with District Hospital, Ziro conducted its second phase of DDT spraying, malaria detection and treatment camp along with general medical camp within Dollungmukh circle covering 10 villages, including Paro Basti and Tanyo village on August 30 and 31.

It was conducted under NHPC’s Corporate Social Responsibility and & Sustainable Development Scheme -2013-14.

Medical Superintendent of District Hospital, Ziro & District Programme Officer (VBD) Dr. S Habung and his team along with Dr. Abu Taba, Asstt. Chief Medical Officer and  his team from Subansiri Lower Project conducted the medical camp and treated hundreds of patient suffering from various ailments during the two days medical camp.

NHPC Ltd. under its Corporate Social Responsibility has been extending its services where medical facilities are scarcely available.

 

GHIPBBA condemns attack on member

ITANAGAR, Sept 2: Guwahati High Court Itanagar Permanent Bench Bar Association (GHIPBBA) has strongly condemned the physical attack on one of its members Mimar Basar at Tirbin, while he was discharging his official duty.  

This is not the first instance where advocates have been assaulted in Arunachal Pradesh for no fault of theirs. This kind of act deserves condemnation from every section of the society, the association said.

The members of the association in an emergency meeting today resolved that they will restrain themselves from pleading their cases before any court and also decided to constitute a fact finding team to ascertain the facts regarding the incident.

Expressing concern over physical assault on Basar at JMFC premises Tirbin on August 29, Basar Area Student Union demanded strict action against the culprit.

While taking a serious view on assault on Basar, who is the Legal Advisor of the Union, BASU in an emergency meeting decided to launch indefinite democratic movement if the authority did not take strong action against the culprit as per law.

 

CCTV installed

ITANAGAR, Sept 2: Close Circuit TV (CCTV) cameras and biometric attendance device have been installed and inaugurated in the Directorate of Rural Development under the initiative of Director (RD) K Dulom in a simple but attractive function here today.

 

Meritorious students felicitated

ITANAGAR, Sept 2:  In a noble gesture towards the students of it’s clan, Nabam Welfare Society felicitated its meritorious students on the occasion of its 2nd general conference held at Nirjuli on Saturday last.  Nabam Sekho and Raj Hina Nabam of class X were felicitated for securing first and second position among the Nabam clan with 100 percent and 96 per cent mark respectively. While Nabam Rikam (class XII science) and Nabam Kamzang, Nabam Pumin of class XII humanity were also felicitated for their excellent results.  Nabam Peter was awarded with one time scholarship  and certificate for securing place in APJEE-2013.

 

AUSDSU calls 24 hours bandh

ITANAGAR, Sept 2:  Protesting over the district administration’s alleged failing to fulfill its charter of demands, All Upper Subansiri Districts Students Union (AUSDSU) today declared 24 hours bandh  from Sept  6  morning.  In a letter addressed to the deputy commissioner, AUSDSU reiterated its demands to fulfil at earliest. The union demanded for immediate posting of senior and junior teachers in various schools in the district.  Installation of two more ATM booths in Daporijo town, proper maintenance of water pipeline, improvement of law and order, widening and broadening of township road and minimize of vehicle fare.

 

2 months long music training ends

ITANAGAR, Sept 2: A 2-month long music training course at Christian Revival Church (CRC) Naharlagun came to a close on August 31 where 25 music enthusiasts and lovers comprising of both young and old were imparted training on playing rhythm, bass and lead in guitar and many beats in the drum set.

While giving away participation certificates Evan. Vikhedo Seyie, a Music Missionary from Nagaland and speaker of the concluding day, urged the gathering to use the talents earn from the training on music and serve with a godly approach.

Among others, Pastor Hillang Taya, Pastor of CRC Naharlagun, Gibbs Taba, President Papum Pare district Christian Revival Youth Association (PPDCRYA), organisers Mitet Paron and John Taba spoke. It is worth mentioning that, the training which is an initiative of the youth wing of the Christian Revival Church, Naharlagun was earlier launched by RGU Deputy Registrar Dr. David Pertin on 10th June last.  The concluding day marked presentation of a lively fusion by the trainees, songs and dances from various youth groups representing youths from various churches. A total of 228 youth delegates attended the valedictory function.

 

Orgs decry pathetic education scenario of Raga area

ITANAGAR, Sept 2: The Arunachal Law Students’ Union (ALSU) vice president and All Raga Students Union (ARASU) has urged upon the education department for improvement of education scenario in the Raga administrative block of Lower Subansiri district.

In a memorandum submitted to the director, secondary education, while informing that Govt. Higher Secondary schools at Raga and Boa Simla are running without any subject teacher, it demanded for immediate posting of STs for Chemistry and History subjects at Govt. Higher Secondary schools at Raga and STs for Science, History and PET subjects at Boa-Simla Govt Hr Secondary School.

Further informing that Govt M E School at Taya Simla is not functioning after it was burnt down in a major fire accident on June 8 last, the duo organizations requested for immediate sanctioning of fund for reconstructing the school building.

 

Puming’s death mourned

NAHARLAGUN, Sept 2: Samannoy Gut Cooperative Society chairperson Minati Riba has deeply mourned the untimely death of octogenarian Nani Puming, wife of prominent goan bura Nani Sala and mother of senior journalist Nani Kojin, who died of old-age ailments in Lower Subansiri district HQ Ziro on August 26 last.

She was not only a great human being but a symbol of rich traditional heritage of the Arunachalee society, who taught me many a lessons on traditions, Riba said in her condolence message.

The state has lost a great woman who worked silently for the greater wellbeing of the tribals, she said adding her death would create a void, particularly in Apatani community.

“May her soul rest in eternal peace,” she said while conveying her condolences to the bereaved family.

 

TTWS condoles teacher’s death

ITANAGAR, Sept 2: Tache Tagia Welfare Society (TTWS) has condoled the untimely demise of one of the prominent members of the society and teacher Tapak Rigia (Ramesh) yesterday. He was presently serving as AT (A), Govt. Rijo Middle School, Daporijo.

He left behind his wife and three daughters.

The society members conveyed deep sense of condolence to the bereaved family and prayed to almighty rest his departed soul in eternal peace.

 

Death mourned

ITANAGAR, Sept 2: The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) has mourned the demise of Taba Notup, who passed away on August 30 at her native place after a prolonged illness.

Late Taba Notup was the former Gram Panchayat Chairperson of Kebi Panchayat under Yazali circle of Lower Subansiri district. She was also one of the founder members of Nyedar Namlo movement in the district.

Offering condolences to the bereaved family members, it prayed for the eternal peace of the departed soul.

 

Awareness programme on AHVY

ITANAGAR, Sept 2: A series of awareness programme on Baseline Survey and Mobilization for Formation of Self Help Groups (SHGs) were organized on August 12, 13, 14, 16 and 17 at Hiya, Langthloth, Nyapin Town under Nyapin CD Block; Laya and Sango under Phassang circle of Kurung Kumey district by Abu Tariang Socio- Economic Development Society (ATSEDS) to implement the Ambedkar Hasthsilpa Vikas Yojana (AHVY).

About 125 people participated in the programme including PRI members and the general public apart from the HoDs.

Resource persons explained in detail about the social interventions, technological interventions, marketing intervention, financial intervention and specific cluster inventions of the Ambedkar Hastashilp Vikas Yojana (AHVY) scheme and its benefits alongside personal benefit support and services by Development Commissioner (Handicrafts) like- Janashree Bima Yojana (JBY), Rajiv Gandhi Shilpi Swasthya Bima Yojana (RGSSBY), Artisan Credit Card and other Merit and National Awardee Scheme of the Ministry.

 

 

Fresher’s social meet held

KHONSA, Sept 2: The annual fresher’s social meet of the Khonsa Government Higher Secondary school was held on August 31.

Speaking on the occasion as the chief guest Tirong Aboh, public leader, while recalling his schooling days at Khonsa urged the students to work hard to compete against the best. He said that there was no substitute for hard work and asked them to maintain discipline.

Aboh appealed to the teachers to teach the students with a missionary zeal and urged the parents and the government departments to cooperate with the school authorities to run the school smoothly.

Denhang Bosai, elite member of the school management and development committee passionately appealed the student to be well-equipped and well-informed by studying seriously so that they could face the harsh realities of life in the future.  He told the students that the world had become fiercely competitive adding that there was no place for the average people as only the fittest would survive.

Earlier, the school captain threw light on the problems of the school and sought help and support from all quarters.

The students presented cultural competition on house wise basis.

Army RR receives overwhelming response

AALO, Sept 2: An overwhelming response was received on the first day of the army recruitment rally at General Ground here today with more than 1000 youth turning up for the mega recruitment drive.

371 out of 1300 candidates appeared on the first day have qualified to face other fitness and endurance tests.

Transport and Cooperation Minister Jarkar Gamlin, who flagged off the recruitment rally, exhorted the youth to grab the opportunity and join Indian Army to serve the nation. He hoped the most talented youth will be selected. He expressed gratitude to Brig. V K Singh and Col. M K Gupta from Army Recruiting Office, Jorhat for selecting Aalo as the venue.

Brig. Singh disclosed that many posts are still lying vacant in the army for Arunchalee candidates. He also informed that many candidates could not cross the last hurdle although there are relaxations in the recruitment criteria for the tribal candidates.

Mortal remains of Niani Natung laid to rest

SEPPA, Sept 2: The mortal remains of senior Congress leader and former minister late Niani Natung, wife of the former Education Minister late Dera Natung, was laid to rest with full state honour within the cemented compound of her late husband at Seppa, East Kameng district.

She breathed her last at GNRC Guwahati on Aug 31 and her dead body was brought back to home town Seppa yesterday.

Thousand of people thronged to the site to have a glimpse of the mortal remains of their beloved leader.

Minister Health & Family Welfare Atum Welly including the legislators of East Kameng district attended the funerals to pay respect and homage to the former leader. (DIPRO)

Condolences pour in

Finance, Planning and PWD Minister Chowna Mein and Namsai MLA Nang Sati Mein have joined in for offering condolences to the late minister Niani Natung who passed away on August 31 after prolonged illness.

In a joint condolence message, they wrote, “we are deeply shocked at the sudden demise. This is a sad moment and a great loss for the entire state.”

Offering condolences to the bereaved family members, they prayed for the eternal peace of the departed soul.

The Arunachal Pradesh Mahila Congress Committee (APMCC) has also mourned the demise of Niani Natung.

It recalled the close association with the late minister not as a vice president of the organization, but also her sisterly attitude towards one and all irrespective of rank and file in and outside the party organization.

Late Niani Natung served as the chairperson of the State Social Welfare Advisory Board for a term and was the Vice President of APMCC from 1996 to till her death. She was a graduate from Women’s College, Shillong.

APMCC president Yari Dulom said, she was a lone crusader who overcame her sorrow by taking the reign of managing her minor children on her own after her husband former minister late Dera Natung passed away in a tragic accident.

Terming her as a brave-heart, she said her premature death has caused a great vacuum for the party organization.

Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

The community of Dera Natung Govt. College has also joined in the condolence of late minister.

In its condolence message, it wrote, “the college community prays for the peace of the departed soul and we also pray to the almighty to give enough courage to the family members to bear the irreparable loss.” Students’ Union of Dera Natung College also mourned the demise of Niani Natung.

The Nyishi Nyem Acham in its condolence message said we are shocked at the sudden demise of the former minister Niani Natung. We pray for her eternal peace.

“She was one of our mentors for the cause of Nyishi Nyem Acham. She worked hard for women’s emancipation and education of the girl child. We will always cherish her fond memories. They also conveyed deep sense of condolences to the  bereaved  family  members.

The staff of Arunachal Pradesh State Social Welfare Board condoled death of Niani.

She was a loving and caring woman, who dedicated her life for the cause of women empowerment in the State. She served Arunachal Pradesh State Social Welfare Board as Chairperson for three years from 2007-10. During her tenure, the Board witnessed unprecedented advancement in the field of women empowerment through its schemes implemented through the network of state NGOs. Her previous experience as the Minister of State for Social Welfare and as an active social activist guided the Board amply in all its endeavours during her tenure in the Board and her contribution towards the board will always be remembered, APSSWB said in a condolence message.

The Chairperson, members, officers and staff of the Board prayed to almighty rest her departed soul in eternal peace and give strength to the family to cope with the tragedy.

The NCP State Unit led by LK Yangfo, Vice President condoled the untimely demise of Nyani.

Recalling the contribution of Nyani towards the upliftment of the weaker sections, especially improving the economic, social and political status of women folk in the state, the party’s state unit conveyed condolence to the bereaved family members and prayed for eternal peace and solace of the departed soul.

The 12th Pakke Kessang Anti–corruption Association (12th- PKACA) while expressing grief and sorrow over untimely demise of Niani Natung, described her as one of women role models of the state in politics.

“Nyani was a true woman representative and her demise is a big jolt to the entire state as well as 12-Pakke Kessang Constituency,” it said in a condolence message.

With her passing away, the entire district has lost a motherly figure and she would always be remembered by the people of 12th-Pakke Kessang constituency for her contributions towards the socio-economic and political upliftment of the constituency in particularly and state as whole, it said.

12th- PKACA conveyed deep sense of condolence to the bereaved family and prayed to almighty to rest her soul in peace in heavenly abode.

The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP), Ningee, Natung, Moya & Tacha Welfare Society, Councillor, Itanagar Municipal Council Kipa Tarish and Arunachal Jagriti  also mourned the  death of Niani Natung.

 

 

Woman dies in mysterious condition, another due to electrocution

DAPORIJO, Sept 2: Death of a married woman in mysterious condition has sent a shock wave in the entire Bui village under Gusar circle.

The woman, identified as Yanung Bui (32) was found dead with injury mark on her forehead and hand on August 30 in her house at water field around 2 km from Bui village, police said. The woman was staying with her husband in the house at water field.

The deceased was seen roaming in Daporijo town a day before the incident, eye witnesses informed.

The relatives suspect foul play in the death of the woman.

Duporijo police registered a case under IPC 302 after a complaint was received from the relative of the deceased and investigation launched, informed R Yekar, Officer-in-Charge, adding that the deceased husband has been detained for investigation.

Post-mortem report is still awaited for the further investigation of the case, the OC added.

In yet another tragic incident, a 22-year-old student was electrocuted in Dulom-Yekar village yesterday.

Deceased was identified as Tumjum Patum,  a student of Govt Hr. Sec. School, Daporijo.

He was electrocuted when he came in contact with a live wire that was allegedly lying unattended in between Dulom-Yekar.

One mithun was also found dead due to electrocution in the nearby area where the student was found dead.

Being informed police reached the spot and investigated the area where accident occurred. The body was later handed over to the family at Dulom village.

Meanwhile, an emergency meeting was held under the initiative of Dulom ASM and blamed the negligence of the department concerned for the death of the students.

The meeting attended by all the villagers demanded the power department to regularly check the transmission line to avoid such untoward incidents.

Meanwhile, Daporijo ZPM cum Secretary General of Lwyu Welfare Society Tayom Mothu (Rocky) has expressed grief and sorrow over tragic death of the student.

Holding the department concerned responsible for the death of the student, the ZPM demanded the authority to set up an enquiry committee to investigate the matter and initiate legal action against the erring officials of the Power Department.

He, on behalf of the family members and well wishers, has appealed to the authority to give relief/compensation to the victim’s family.

 

 

 

Tuki asks young people to aim high

ITANAGAR, Sept 2: The hundred and fifty strong State-Sponsored Beauty and Spa trainees under IIWS at Don Bosco Youth Centre, Itanagar had an unusual visitor here today in the person of Chief Minister Nabam Tuki, who dropped in casually with the Political Secretary, Bamang Tago.  

The youth with representatives from 14 districts of the state were pleasantly surprised to see the CM walk into the midst of a session on values being animated by Rev. Fr. Mathai, the Parish Priest of Catholic Church, St. Mary’s Parish, Itanagar.  

“I am here to see the counseling programme in progress and to learn for myself,” said Tuki as he entered the training hall and sat through the training and interacted with the candidates for about one hour and a half.  

In the course of the interaction, the students performed their usual morning assembly and other activities specific to the training to the utter dismay and appreciation of the Chief Minister.  

Fr. Cyriac, Director, DBYC briefed the CM about the participants and the nature of the training programme and the various activities being carried out as part of the training.  Manav Dhingra, Executive Director, IIWS, Noida thanked the Chief Minister for providing additional funds for training another 40 or so candidates, who are mostly from Tirap, Changlang, Longding and Anini.  

Manav also spoke about his commitment to the programme and said that he won’t be taking payment for students who will not be placed and added, “I won’t register a new batch till the present batch gets placed.”  

Yapu Koyu, one of the trainees in emotional tones thanked the CM for thinking of less qualified and village youth like her and for offering such an opportunity and said, “God bless you Sir and we will pray for you.”

While speaking to the trainees at the close of his interaction, Tuki exhorted them to work hard for their own welfare.

Narrating incidents from his personal life and the trying circumstances under which he grew when there was none to guide the youth, the CM said, “Today you have a lot of Fathers, Teachers and Resource Persons to train you.  Take your training to your heart and learn for life.”  

The CM also instructed the candidates to learn to look after their own safety in the present ‘bad days’ and to learn lessons of thrift and saving for their future.  “Sky is the limit for those who want to achieve” said Tuki while winding up his interaction.  

DBYC, Itangar expressed thanks to the Chief Minister for his pleasantly surprising visit and for the very down-to-earth interaction he had with the students.  

“The trainees will leave for New Delhi on September 17 for specific skill training cum industrial training and placement.

 

 

Meeting held to discuss land donor grievances

YUPIA, Sept 2: Local legislator cum Parliamentary Secretary Planning and Industries Nabam Rebia today hold a meeting with all Heads of Department, Panchayat leaders and land donors-who donated their land on free of cost to the state Govt for establishment of Papum Pare district headquarter at Yupia to discuss their problems and grievances at DRDA conference hall, Yupia.

While expressing his solidarity with the land donors, Rebia said that land donors should given benefit according to guidelines laid down in the agreement and it is very uncalled for if such philanthropic deeds are overlooked and deprived when it comes to giving jobs and other public works. He further said it is very important to respect the local sentiments and always preference must be given to local denizens especially when there is matter of any recruitment process of Govt job or awarding of any public works.

Taking note of displeasure shared by one of land donor Tana Kochi on deprivation of locals from any benefit since the inception of district headquarter at Yupia, Rebia added that in welfare state every citizen deserves to be treated equally and their social well being needs to be protected and like that land donors have every right to be benefited. He also called upon the officers to give preferences to local denizens in giving employment, any public works and licenses for commercial purposes to make them economically and emotionally strong.

Responding to the complaint put forward by few local residents of Tigdo and Yupia village on problems arising due to improper or non- demarcation of boundary line of land donated to ITBP, he assured that he will take up the matter with higher authority for its immediate solution and directed the deputy Commissioner to look into the matter. He also appeal the Pancahayat leaders to play pivotal role in enlightening its people on various problems and other local issues and expressed that they must have clear knowledge about their responsibility and jurisdiction and should refrain from unnecessary interference in others affairs. He also appealed the Govt officers to involve Panchayat members and to work taking in to confidence of PR members while taking up any developmental works.

Deputy Commissioner also clarifies that till date no non-locals have been issued land allotment in last couple of years and if there is any than he will verify the matter and while defending his earlier order he informed that in order to make Yupia free from encroachment, soon an eviction drive would start to evict all the illegal constructions. He also informed that massive tree plantations in and around Yupia Township has also been taken up recently to protect and saving its greenery from future degradation.

Gyati Annu wins ‘Miss Little Princess Ziro-2013’

ITANAGAR, Sept 2: Gyati Annu won the ‘Miss Little Princess Ziro-2013’ contest while Haj Nunya and Tailyang Nangku were adjudged as the first and second runner-ups respectively at Abotani Hall, Ziro on August 31 night.

The beauty contest with the title ‘Miss Little Princess Ziro-2013’ was organized exclusively for girl child of age between 6 to 10 years by ‘Hell Thorn Band’, a popular upcoming band group, with the aims to catch them young and encourage them towards the profession.

All the top three winners are class IV standard students.

Winner Annu (9) is daughter of Gyati Ambo and Odii of Hari village. The first runner-up Haj Nunya (10) is daughter of Haj Koyang of Hija village and Nangku (9), the second runners-up is daughter of Tailyang Chama of Reru village.

Winner Annu, first and second runner-up Nunya and Nangku also won sub-titles ‘Miss Cute Smile’, Miss Talent’ and ‘Miss Cat Walk’ respectively.

Tadu T. Taanu (8), a student of class-III and daughter of Tadu Tabi won the ‘Miss Photogenic’ sub-title while Gyati Twinkle, 7 daughter of Gyati Gyati and a class-II student won the ‘Miss Beautiful Hair’ sub-title.

The ‘Best Designer’ title went to Gyati Odii, mother of ‘Miss Little Princess Ziro-2013’ winner.

Hage Ankha, wife of Hage Kobing, Zilla chairperson, Bini Taniya, Headmaster of Govt. ME School, Hill-Top attended the function and crowned the winners and also distributed awards to other sub-title winners.

 

 

Training on Power and function of drawing and disbursing officers gets underway

ITANAGAR, Sept 2:   A week-long training cum workshop on power and function of drawing and disbursing officers got underway at Administrative Training Institute Naharlagun being organized under   the 100% Course Fee sponsorship of DoPT, Govt of India under its specific to State category Plan Training Assistance for the year 2013-14.  As many as 26  officers belonging to various Heads of Departments & District Administration holding the DDO charges/ Head of Offices including 5 (five) senior Police Officers in the rank of DSP/ Addl. SP are attending the Training Programme.

Emphasizing the training importance, Director (Trg.) Pema Tshetan pointed out that, training is  targeted to re-orient their knowledge & skill on the subject matter in the sphere of financial management. He called upon officers to act as overseers of the financial proprietors and regulate the expenditure under the delegation of financial powers.

Director further drew the attention of the participating DDO officers about the financial constrains being faced by the Govt.  He urged every department under the leadership of HoD & DDOs to check pilferation of state revenue by stringent application of financial guidelines & norms as per temporary measures issued by the Govt from time to time & maintain proper monitoring system to arrest the revenue leakage.

Solung celebrated

AALO, Sept 2:  Solung Festival of Adi community was celebrated in a befitting manner at Gumin Kiin with a two-day programme from August 31.

Attending the festival as chief guest Col. G S Chundawat Commander 19 Grenadier said that all festivals in Arunachal emit a vibrant culture and ethos and I am happy to be a part of the celebration here. He was all praise for the traditional cultural items where young kids are made to participate and know their dress and cultural costume right from their childhood.

Guest of honour Minjom Bagra, retired Director said “our festivals and culture are all alike and members of every community should feel proud of  their own culture and tradition that give us a distinct identity.”   

The chief patron of the festival former MLA Dibang Tatak, president CSGCC Tadang Mibang, General Secretary Tadam Mibang CSGCC dwelt at length on the significance and mythological aspects of Solung festival.

Solung celebration at Mariyang in Upper Siang district was attended by Deputy Commissioner L Borang, information of public relation officer Onyok Pertin and DHO Lokhi Ering.

Addressing the gathering, Borang said without elaborating that dancing and singing alone can't preserve culture. There are many others important things to be done to protect and preserve our culture.

ITANAGAR, Sept 2: National Research Centre on Yak (ICAR), Dirang in collaboration with its own Krishi Vigyan Kendra (KVK), Lohit District conducted a three day farmers training cum Demonstration programme on Integrated farming system from 26-28th August, at Namsai. Several senior officers of the district namely M. Chowlu, PD ATMA Lohit, B. Biswas, SDAO, Namsai, ADF, P. Deb, HDO Namsai, Officers from Fishery dept, Agriculture Dept., SMS of ATMA, Subject Matter Specialists from KVK Lohit were present in the training programme. About 65 farmers from different villages of Namsai sub-division and 22 officers were present in the programme.

The course was coordinated by Dr. U. A. Nandankar, Sr. Technical Officer, NRC on Yak and Dr. D. Sasmal, SMS (Fisheries), KVK Lohit. In the first day, Dr. Keshab Sarmah, Sr. Vety. Officer trained the farmers about scientific management of cattle in details including breed selection, housing, management, reproduction, care of dairy cattle etc. Dr. D. Sasmal spoke on Integrated paddy cum fish culture, Integrated farming system as a whole.

In the second day Mr. Debasish Borah, Subject Matter Specialist in Agronomy thoroughly discussed about vermicompost production technology, production technology of Sataria grass, Potato, IPM and INM in rice. Mr. Chandramani Singh, SMS (Hort) detailed about cultivation technology of Coconut, Arecanut, Broccoli, Brinjal and other rabi vegetables. In the second session the farmers were taken to Khowji village to show integrated Paddy cum fish cum piggery model developed by KVK in the farmers field. Demonstration on Pond management including liming was also done.

In the last day S. Kumar, SMS (Animal Science) discussed about breed management and management of cattle diseases and Dr. U.A. Nandankar discussed about management of crossbred cattle, AI in cattle. Dr. K. Sharmah discussed about feed and fodder management.

In the farmers scientist interaction programme the farmers took active part where the scientists answered their various questions on different crops, fishery and animals. Programme was concluded with vote of thanks from Dr. D. Sasmal, i/c, P. C. KVK Lohit.

Air pollution threatens economic growth

Outdoor air pollution in urban areas alone claims 1.09 lakh lives of adults and another 7,513 of children below 5 annually, says a new World Bank study. The annual cost of environmental degradation in India is about Rs 3.75 lakh crores, which is equivalent to 5.7% of country's GDP, it points out.

Commissioned by the Central government the study underlines the perils of unfettered urban growth. Between them, outdoor and indoor air pollution accounts for 52 per cent of the environmental cost borne by the country.  This is followed by cropland degradation (19 per cent), water supply and sanitation (14 per cent), pasture (11 per cent) and forest degradation (4 per cent).

This first ever national level economic assessment of environmental degradation in India focuses on particle pollution from burning of fossil fuels, which has serious health consequences amounting to up to 3 per cent of India's GDP along with losses due to lack of access to clean water supply, sanitation and hygiene besides natural resources depletion. The indoor air pollution is mainly due to burning of wood, mainly in rural India.

According to the bank, annually over 3.7 lakh hospital admissions are reported in India due to outdoor air pollution in urban areas.

The study claims that nearly 25 per cent of child mortality cases in India can be attributed to environmental degradation and due to inadequate availability of clean water and sanitation. According to the report, India can make green growth a reality by putting in place strategies to reduce environmental degradation at the minimal cost of.02 per cent to .04 per cent of average annual GDP growth rate.

The ball is in now APPSC court

Dear Editor,

With reference to a letter of T T Raju in your Readers’ Forum I would like to give my following opinion. After the whole hue and cry over the APPSC witnessing more than 3000 applicants being rejected (1415 for unduly not signing in the photos or attestation, 364 for under age and overage, 1234 due to OMR rejected list), I really feel sad about the issues since many candidates I know were brilliant students of their time and many who had cleared Preliminary last time too.

Why does not APPSC make the entire format likewise the pattern of UPSC that is complete online procedure, since it is very clear and easy to fill up. The very instance you fill up there is a clear understanding your form is rejected or not. If rejected, they clearly give you an alternative to fill up another form. Moreover, it is free of cost. Everything is clear and transparent. On the other hand our Arunachal Pradesh Public Service Commission charges 250 Rupees per form. The candidate never knows whether his form is accepted or rejected. They take months to analyse 13000 documents, after 6 months and 15 days before examination when candidate has been seriously and sincerely preparing for the exams he is informed his form has been rejected. Moreover if APPSC did not have the technology they should have put some officer for scrutiny of the document instantly on the day of the submitting application as such large number of application could have been easily detected and rectified the same day.

Some candidates even cross checked with some staffs who were dispatched to sell the form and they said its okay and put in the application box, when the results came out many of the candidates who were checked by the APPSC staff earlier when submitting the application were rejected. The question arises is that are the staffs of APPSC incompetent to even cross-check properly the documents, God only knows who gave them the job when they cannot check the application properly. APPSC never had a grievances cell, while thousands are frustrated, angry and in a negative mood this time.

There has been a history of rectification in APPSC of Preliminary rejected candidates whether it may be in 2003, 2007, 2009 or 2011, so why the Commission is adamant this time only. As such the unemployment ratio in Arunachal is high the numbers amounting 3000 candidates is a huge amount keeping in mind students from various backgrounds – Science, Arts, Commerce and many professional courses.

Some of the genuine candidates who had been preparing seriously since months and ages have been rejected which has morally affected their desire and spirit. Some of the candidates who have the last chance cum attempt too have been rejected, this is a clear play with the emotions and sentiments of this aspirants by the Commission.

Furthermore, why don’t the Commission impose a fine of 1000 rupees/candidate as a rectification fine and allow them to sit in the Preliminary examination as the Commission would collect a huge revenue of 30 lakhs which would be helpful to the Govt in conducting other exams by deploying manpower timely.

Some of the candidates who have attested in their photographs but did not sign in the photos, but did sign in the signature column have clear logical argument that since they have sign the bottom signature column itself implies and authenticates that they sign it. What was the necessary of the Commission to reject those applications on such silly reasons?

Humans are bound to make errors and they needed to be rectified, no one is perfect, not even God. Even God makes mistakes. APPSC also have made many mistakes, there are also lot of errors from the Commissions too, check for instance the APPSC AE exams conducted 2011-2012. There were lots of mistakes; the Commission was not ready to accept those mistakes which were greatly and clearly highlighted in the media. Many of the marks were given for the same answer and many of them were not given mark for the correct answer. That was the clear reasons for the fallout of AE aspirants. The ball is now in the court of APPSC to decide?

We are still waiting for job regularization

Dear Editor,

This is to bring to the notice of the Government and the Department concerned the grievances of the NRHM laboratory technicians and other staffs and put forward their views and request.

It is very clear that we are underpaid, in spite of all our hard work. The NRHM staffs in deferent states are unequally paid and those of Arunachal Pradesh are paid less than those of others. We have given our best, traveling all the way to remote, outreached areas without any TA/DA and others allowances, serving the people living in remote areas is costlier than even in the capital due to problems in transportation as for instances we have to spend Rs. 40 and sometimes Rs. 50 for a kilo of rice. So, the authorities can make out where our little salary is going to. We are not sustaining ourselves alone; we have our families to look after too, children to send school to. But due to this meager salary given to us by NRHM our condition is more like BPL family status.

When the union health ministry gives order to raise our salary, it gets rejected here in our state. Time and again we have submitted memorandum regarding increasing of our salary but nothing comes out. After a long fuss, the NRHM agrees to raise the salary of only the particular staff who are more qualified in terms of qualification. But qualification does not count in our health sector, Paramedics are more important. They serve as a grass root workers and are the main pillars (ANMS, GNM and Lab- Technician) who makes the Central Govt. Mission successful, since the very beginning — from RCH -I, RCH - II and now NRHM. Therefore we can say that works counts too. By increasing salary of the particular staff, the ministry and the department concerned are ignoring the work of other staff. Jab buniyad hi kamjor banaoge toh imarat toh kamjor hoga hi. Moreover, according to Govt. staff falling under the same grade must be paid equally and thus our request to the concerned department to make our salary at least equivalent to that of regular staffs excluding other allowances.

As per the Govt of India notification vide NO. 10(37) 2011 - NRHM - 1 dated 21st December 2011 it is clearly states that there should be creation of regular post and regularization of contractual staffs within 5 years. The contractual Laboratory Technician under NRHM are moving around the Capital knocking the doors of departments of health, planning, Finance, DHS etc and approached even to the CM with their files, trying to get help in getting post created, to fill those unfilled.

Laboratory Technicians have been going through the worst since almost a decade and a half. They are uncared and unnoticed. They never come under govt. policy. Carrying a hope of getting regularized some day and with the faith on the govt. so long, we have crossed the age limit for applying other jobs. What is our future ...? Where is this 14 years contractual jobs going to take us to...?

All the contractual employees of NRHM, particularly Laboratory Technician are still waiting for an appropriate action and decision by our parent body and helping us through.
